I tend to use windows once in a while for PS and CS. My default boot option is arch, so when I want to go back to arch, I restart the pc from windows.
Sometimes I end up with an interesting sight.

SETUP:
DE: i3
GPU : AMD (lspci ==> Advanced Micro Devices, Inc. [AMD/ATI] Venus LE [Radeon HD 8830M])
GPU-driver : Radeon
3 monitors connected.
4.7.2-1-ARCH
Happens around twice a month, another reboot fixes it. Also mouse clicks are registered with a huge vertical offset.
Not a big problem for me, but I'm pretty curius how can this happen?

The video RAM is not being initialized to a known state. If it was, say all black, then you would not see the previous contents of the VRAM. Since you ARE seeing it then it is, for a fact, not being initialized when you start your graphical environment.
Edit: And also since your mouse is wonky then that would seem to indicate there was a problem in the setup for your graphical environment. You should open a bug report on the upstream tracker for it.
