Xorg not using 30-touchpad.conf

I'm trying to modify some aspects of my touchpad, but Xorg doesn't seem to be using the config file I created.  I am only saying that because the values seem to be unchanged.  This is on an Dell Inspiron 15 7559.  Anybody have any ideas why Xorg wouldn't be applying the values in my 30-touchpad.conf, or where I could look for more information?

Using Gnome + Gnome Extras.  I tried setting mouse tapping in Gnome Tweak Tool, but none of the options (Areas, Default, Fingers, None) change anything.

I'm not sure, but Gnome may completely override that file.  Can you use xinput to set the property they why you want at run time?

I can set the properties at runtime using xinput.  I created a small shell script to do this for me.  It seems like when using Gnome at least, the config file is not used at all.  I will install i3 later and try that with no login manager or DE.
