Writing a pacman replacement - where do you start?

Where is any relevant documentation pertaining to how pacman works, how it uses databases etc?

/var/lib/pacman/

the pacman PKGBUILD has links to the source, the pacman CVS is also around somewhere.

You could tear up libpypac which has also been floating around, i believe it was xerxes? who wrote it.
