Ultra HD laptop screen + Full HD Monitor + Intel HD Graphics + Gnome

I have 13" laptop with a resolution of 3200x1800. At work, I have another monitor of 24" and 1920x1080. I use Gnome Shell and the Intel HD graphics driver.

In order to make things readable in ultra high resolutions Gnome enlarges the windows which makes absolute sense. The problem is that when I move a window from my laptop to the monitor, the window is proportionally bigger. As a result, things look really small in my laptop screen and really big in my monitor. So:

1. Is this a Gnome or an Intel HD bug?
2. Can I solve it? If yes, how?
