After upgrading to 5.8 this week, I found that on the first user logon after a reboot, the desktop fails to initialize: the panel/taskbar is not displayed and my settings (such as wallpaper) are not applied. If I logout and log back in, everything works fine. The problem can be reproduced in a test account that has a stock configuration.
Reverting to Plasma 5.7.5 (using the archive mirror from 10/5) resolved the issue.
Looking at logs, the first thing that I see which goes wrong (is different in a login that fails from a login that succeeds) is a crash in org_kde_powerde
