I'm not sure if something is broken on my end, but even with the default Breeze theme, pressing on any "leave" action (leave/restart/shutdown) shows the usual UI, but instead of being a horizontal ribbon like it was in 5.7, it is now filling the whole screen.

Is that a wanted change? Is there a way to reverse it/save it as a separate theme?

Doesn't happen here. Check if you can tweak something in System Settings -> Startup and shutdown -> Desktop session.

Seems to be some caching issue. I already tried changing the SDDM theme, the splash theme and the desktop theme to default before posting, but only changing the whole workspace theme seems to have unstuck it.
I have then changed back to my customized workspace theme and now it works correctly as well. Weird.
