I'm just wondering have you guys similar issue after update to Plasma 5.8.1? With Auto Login enable I loosing task bar and new Plasma wallpaper come as default. Is it someone what you have as well?
I notice 2 things:
1. When I logoff and login on current Plasma session all back to normal as before (task bar and my favourite wallpaper)
2. When disable Auto Login in System Settings > Startup and Shutdown > Login screen (SDDM) > Breeze > tab Advanced > Auto Login off, then after pop up log in screen task bar and my favourite wallpaper appearing without issues
Auto login option is very handy for me and would like enjoy the same as before.
I really appreciate your help.

I can't reproduce that.
Have you tried with a clean system ie. with a new user ?

I notice that after re-login got error message perhaps related:
Application: kdeinit5 (kdeinit5), signal: Segmentation fault

I found more errors related in xorg-session.log
startkde: Starting up...
Cannot find 'org.kde.KSplash.setStage' in object /KSplash at org.kde.KSplash
Could not open korgac using a library: Cannot load library libkdeinit5_korgac: (libkdeinit5_korgac: cannot open shared object file: No such file or directory)

Have you tried to restart the plasmashell ?
Quit plasmashell:
kquitapp5 plasmashell
Start plasmashell
plasmashell
Do you get the panel ?
If you restart the plasmashell from the konsole do you get plasma related errors ?

Thank you for idea. Yes after kquitapp5 plasmashell and run plasmashell I'm able to get all my custom settings including taskbar however I notice from plasmashell running konsole couple errors:
[~]$ kquitapp5 plasmashell

OK so temporary resolved issue by adding in autostart plasmashell but of course this is only temporary solution and normally without any additional scripts it should work out of box after Plasma upgrade

Faced that too, but it does not happen EVERY time, so i added the following in my autostart script:
pidof plasmashell || plasmashell &>/dev/null &
...and i'll forget it.
