[SOLVED] gnome xfce unable to change locale

I'm opening this as reference as whenever I searched I didn't find the solution (which is only this one) and it may spare allot of time to the next one so.

If you happen to install gnome / XFCE (on some friends laptop) in English and than want to change the locale to something else you can't do it whatever you try, installing language packs, rebuilding locales, editing env variables, I mean I tried it all and no matter what it wouldn't change until:

Go to the control panel and remove completely the locale of English and than add your locale, after you apply the locale will be FINALLY changed, than you can add again the locale you want which means :

Gnome / XFCE gives a damn to any environment variable you can think of when it comes to locales and cares only about it's settings in the control panel.
