GDM greeter keyboard layout

Since the update to 3.22, GDM always uses the "us" keyboard layout, although I wish to use "de" or "de-latin1-nodeadkeys".

Before it was enough to enable the respective configuration in /etc/vconsole.conf:

KEYMAP=de-latin1-nodeadkeys
*or*
KEYMAP=de

I also checked the contents of /etc/X11/xorg.conf.d/00-keyboard.conf:

# Read and parsed by systemd-localed. It's probably wise not to edit this file
# manually too freely.
Section "InputClass"
        Identifier "system-keyboard"
        MatchIsKeyboard "on"
        Option "XkbLayout" "de,de,us"
        Option "XkbVariant" "nodeadkeys,,"
EndSection

localectl confirms this configuration:

   System Locale: LANG=en_US.UTF-8
       VC Keymap: de-latin1-nodeadkeys
      X11 Layout: de,de,us
     X11 Variant: nodeadkeys,,

How can I get the previous behaviour back?
