Bluetooth not working correctly Sap-server issues

On a fresh install I am having issues getting Unified Remote to connect to my phone via bluetooth.
the relvant line in the log is:
2016-10-20 20:30:54 BluetoothInterface: bluetooth: could not connect to sdp

I tied to access /etc/systemd/system/dbus-org.bluez.service but it doesn't exist neither does /var/run/sdp

when I run systemctl status bluetooth.service I get:
