kernel-headers in ABS

Could someone explain the presence of the directory 'kernel-headers' in the 'base' section of ABS?
Is there going to be a package sometime?

I suppose it's comforting to know that, but I was really wondering what an incomplete ABS directory is doing in there (it messes up my method of getting a list of base packages). Shouldn't 1) all directories be complete, and 2) 'abs arch' reflect the state of 'current' and not 'testing'?

I think you cannot tag a directory in CVS, so it is present whether you checkout testing or current. But I could be wrong.
