[Solved]Installation USB - archiso 2016.11.01 - pacstrap failing (404)

Good Morning!

I finally decided to bite the bullet last week and go about installing Arch Linux, as I couldn't find a distro that satisfied my needs 100%, so why not keep it simple?

Long story short, I've been installing / testing packages / testing DM's - DE's - WM's / X vs Wayland / etc. I have formatted and reinstalled Arch on my laptop probably 10x in the past week after decided I didn't like XYZ and wanted to start fresh. The slight OCD + ADHD requires a fresh install, can't really explain that, but I digress. I decided last night that I was going to do a fresh install while I was at work, and just install a WM and customize it to how I want since I am sick of Gnome and every other DE wasn't quite right.

Apologies if this isn't in the proper area - please move if needed.

Finally, the reason for my post -- the linux kernel + xfprogs updated today to 4.8.7-1 and 4.8.0-1, respectively. Currently, I am unable to pacstrap the base files to /mnt as pacstrap appears to be looking for the previous kernel/xfsprogs packages - thus I am unable to install Arch on my freshly wiped laptop.

I added back my main 6 depositories, and all no longer contain 4.8.6-1 / 4.7.0-1, so installation fails:

 error: failed retrieving file 'linux-4.8.6-1-x86_64.pkg.tar.xz' from archlinux.surlyjake.com : The requested URL returned error: 404

I know these repos are up and running, as it pulled the remaining base packages, just not these. Is there a way to update pacstrap to accommodate for the kernel update? I tried clearing pacstrap's cache/forcing db update as I would with pacman, but those arguments aren't accepted, and pacstrap -h leads me to believe that I cannot do such a thing. I resync'd pacman's keys, cleared cache, forced update, etc - but pacstrap is still looking for the previous kernel packages.

As I started writing this, an updated archiso wasn't available for download, so I would expect to see the same issues installing Arch. Not like it would be possible as my work laptop has no DVD drive, and USB writing is disabled, as I work for a global insurance company - these are removed/disabled for privacy concerns.

If anyone has any ideas/solutions, please let me know!!

Have you tried changing the mirror?

I have tried 6 different US Mirrors, I'll reboot and attempt to pacstrap with the default mirror list and see if I can get lucky - I'll keep you posted!

EDIT: Currently connected to a repo in France I believe, and this mirror has the updated packages, currently downloading linux-4.8.7-1-x86_64! Albeit at 70K/s, still downloading!

Thanks for the suggestion and assistance! I figured I would have gotten lucky sticking with an array of US servers, must have just caught it at the right time when the packages were just updated.
