Sandboxing USB Devices

I am attempting a multi-seat setup.  So far it is mostly working but there are occasional issues where a USB device is accessible to both users and I don't want that to be the case.  In other words, I'd like to restrict certain USB ports or devices to a specific user and/or X session.

Does anybody know a way to sandbox USB devices to a specific user?

I figure this should be possible, because if you use something like Virtualbox, you can forward a USB device to the VM.  The USB device is effectively removed from the host and is only visible to the guest.  Meanwhile, all other USB devices attached to the host are invisible to the guest.

Both X sessions are logged in via different users.
