Forward search in okular broken

A current update of okular (>=16.11.80-1) seems to have broken the forward search or 'named_destination' feature in okular.
When trying to open a pdf at a named destination, e.g., through emacs and synctex,

okular mypdf.pdf#page.15
org.kde.kcoreaddons: doesn't know ".../mypdf/mypdf.pdf#page.15"
org.kde.kcoreaddons: doesn't know ".../mypdf"

and I get the error "Could not open file:///[..]/mypdf.pdf%23page.15".
It still works with the package kdegraphics-okular, version 16.08.3-2.

Did they change something how okular processes its command line arguments? In the error message '#' got replaced with the HTML code %23.

Anyone else got this problem? Should I report this upstream?

Re: Forward search in okular broken

Another Emacs + Auctex + Okular user  here and I can confirm the bug. When you change the '%23' to '#' on the cli, it works as expected.

In case you have confirmed that it works with an older version of Okluar, please report it upstream.
