When i use engimail or gpg --refresh-keys i get "no keyserver available".
It does not make any difference if i specify a different key-server or kill dirmngr or similar solutions proposed in other threads.
Any idea how i could find out, what the problem is or fix it?

If you haven't updated your system in over eight months, you're using the wrong distro. If you have updated your system, then you should already have gnupg 2.1.17-2 or later (version in core is currently 2.1.21-3) and you don't have the same problem. Either way, please don't necrobump.
