Laptop External Monitor

When I hook up external monitor I get a tiling of my display (see https://i.imgur.com/2D65vOo.png (mirror mode) https://i.imgur.com/KrCtoVv.png (extended mode). The mouse is also offset, so clicking something doesn't actually click it (mouse will click a few hundred pixels below where you point).

I have intel graphics and it's hooked up using hdmi. xrandr doesn't do much, I've tried it before. Only possible way to get it to work is make the displays mirror each other and set the resolution to the laptops max resolution (vs 1080p external monitor resolution).

It's been like this for a number of months. I reinstalled in December, it went away, but after a few updates it came back.
