Cannot build apr-util without _FORTIFY_SOURCE

Hi.
In my makepkg.conf I removed -D_FORTIFY_SOURCE, added "-g -O0" to DEBUG_CFLAGS and enabled debug option. Other packages build as expeced.

The configure phase of apr-util goes smoothly too, but after configure out of the blue the file src/apr-util-1.5.4/build/rules.mk appears and it contains:

# compilation and linking flags that are supposed to be set only by the user.
# configure adds to them for tests, but we restore them at the end.
#
CFLAGS=-march=x86-64 -mtune=generic -O2 -pipe -fstack-protector-strong --param=ssp-buffer-size=4
CPPFLAGS=-D_FORTIFY_SOURCE=2
LDFLAGS=-Wl,-O1,--sort-common,--as-needed,-z,relro

I don't understand where do the values come from. I can't find the template from which this file was generated. Package version is 1.5.4-2

1. What, exactly, are you building?
2. How, exactly, are you building it?

You said you enabled debugging, you did this globally, not in the individual PKGBUILD?
