This is just my guess after a quick Google search. It seems to be power related. Do you have any power hungry usb devices connected?

But does everything work? If this is just an error that doesn't affect you in any way, you should just forget it. It it quite normal to get some kind of error or warnings during boot. The kernel, if you haven't buildt a custom one matching your exact hardware, are trying to run and load a bunch of stuff during boot. This error could be somehow related to that. (This is just a guess from my point of view. I don't have the knowledge to be absolutely sure of this).
If this error does affect you, then you should elaborate and provide some logs (eks: journal from last boot) and some info on affected hardware. Then someone may pick up and help you further.

Errr... to be sure: the strings have to match - if the error message changes in another boot, you'll have to adapt the path.
Otherwise: what's the contents of /sys/bus/usb/devices/ ?

I started my system and today it said
usb 1-1.5: can't set config #2, error -71
this directory is available with your idea.
the output then was MC8305 which is the UMTS module in my notebook, like i already thought that this is the cause for all this.
how could i go further now?
disabling the device and how?

Does the device work as expected?
It's covered by qmi_wwan and either that or one of usbnet,usbcore,cdc-wdm (its deps) will cause the message.
you could try passing "usbcore.old_scheme_first=1" to the kernel commandline (in grub) but that's just a wild guess and even if it covers that message, does not necessarily improve the situation globally.

Well, 71 is exactly "protocol error". So buggy device or buggy kernel, end result being failure to configure the device. Completely harmless if you don't use this thing.
You haven't provided any context (what happens before/after this line) so it's hard to tell whether blacklisting the driver would cause this error to disappear, but you can try anyway.

You might also be able to disable the device in BIOS/UEFI which might save you a little battery.
