Is it possible to write a udev rule for *all* usb keyboards?

Whenever any usb keyboard is connected, I would like to xset the rate and swap caps and left ctrl.

I've found solutions which hardcode the idVendor and idProduct. Is there a way to write a rule which operates on all usb keyboards?

Why not simplify this by writing the config options in /etc/X11/xorg.conf.d which is global?
