I can't post a new topic in system administration area so I post my issue here.
I am unable to upgrade my system due to the following error:
downloading required keys...
error: key "D21461E3DFE2060D" could not be looked up remotely
error: required key missing from keyring
error: failed to commit transaction (unexpected error)
Errors occurred, no packages were upgraded.
I tried most of the suggested solutions from these threads:

Reset gpg configs
Reset pacman-keys
Changed SigLevel in pacman.conf to "Optional TrustAll"

In the vast majority of cases, you can get around issues like this by updating the archlinux-keyring packages on its own before the full update.
