Does linux support usb-c headphones? I don't see anything in dmesg or system logs when I plug them in.

Depends on whether it's a digital or analogue headphones. The former pretty much works the same way as any USB sound card, Type-C or not. You should see it listed in `aplay -l` and /proc/asound/.
The latter totally depends on the hardware wiring. Some laptops might have implemented this:

FWIW, there is USB-C headset that is "dual-mode", e.g. "CDLA" headset from LeEco. The mode switching mechanism might cause compatibility issue.

The LeEco headphones are the ones I have. They don't even light up when I plug them into the laptop. Thanks for the info!
