cpu spiking in linux-ck

After upgrading to the 4.10 ck kernel, I began to notice spiking on my panel cpu meter. Opening top, I noticed that the processes that spike are Xorg, lxpanel, and rcu_preempt. These things spike from 20 to 200% according to top, but mostly 10-30%.

Occasionally other things if they are open, but I'm not sure if that is related.

I changed to the vanilla kernel and it appeared to stop. I noticed that ck had changed to 4.11 and it still seems to do it.
Disabling the bfq scheduler doesn't seem to do anything.
