I updated Plasma to 5.10 and disabled kmix to make use of the new plasma-pa audio applet. Unfortunately it seems that when kmix is not running then the keyboard volume keys have no effect. I checked the key mapping in System settings -> Shortcuts -> Global shortcuts -> Audio volume, and all of the actions are mapped to standard volume keys. One thing I noticed is that KMixD is active but not running, and I cannot start it from the Background services configuration module, but I don't know if it's related with the key issue.
Has anyone a tip for me to solve the problem? Thanks.

Works here, define "all of them". I have quite a few entries in the Audio volume tab. I assume a lot of them are mappings for Kmix and you should make sure that instead the mappings for plasma-pa are set. Unfortunately there doesn't seem to be an easy way to discern them there. so if you have multiple entries mapping to seemingly the same action, try to set them one at a time until you find the one that works.

Now it works also for me. I disabled the kmix autostart, rebooted and now the plasma-pa applet correctly handles the volume keys.
