System Isolation Failed

Folks, my System is based on VMware Workstation I hope you help.When I issue isolation command to go to the Multiuser.Target it gives me this output.

 
[root@VMwarer system]# systemctl isolate multiuser.target
Failed to start multiuser.target: Operation refused, unit may not be isolated.

CCDP/CCIEx2(R&S|SP|UCS), JNCIE, VCAPx3 (DCV|NSX|DT) and a Linux Newbie

What is multiuser.target? Is it a custom target you've created, or do you mean "multi-user.target" (note the hyphen)?

If it's the former, please show us how you have configured it.
