Submit update to official package

Hi all!

Is there any way to submit update for official outdated package (particularly spice-gtk3)?

Or should I wait till package maintainer will update it? How long does it take usually?

Not for official packages, no. You can either wait, or build it yourself. It takes as long as it takes.

You *could* try finding a sponsor and applying to become a TU, thereby gaining the power to maintain it for everyone.

As a general rule, if there is something non-trivial about updating a package, something more than simply incrementing the pkgver, you could try communicating that with the maintainer(s) in order to make it easier for them to apply the changes you have experimented with. That's about as far as it goes though.
