External monitor turned off by default on wakeup from lock/suspend

Hi all,

I'm using the Budgie Desktop environment on Arch on a Dell XPS 15. I'm also using two external monitors, one connected by HDMI and one connected through a USB3 to VGA adapter. I've found that the one connected by HDMI is turned off by default whenever I wake my computer up from suspend/lock screen. I can turn it back on by either removing and replacing the HDMI cable or by going into settings > display and selecting this monitor (which is shown as "turned off") and selecting "Secondary display". However there is no option to set it as a secondary display every time. This doesn't happen when that monitor is my only external monitor. This isn't a huge issue but it is annoying - is there some config file I can edit to force the monitor to be used as a secondary display every time?
