Recently I've been having issues with Gnupg, and I'm hoping someone here might know how to debug it. I first noticed the issue because kleopatra (I'm on KDE) would be stuck on "Loading certificate cache..."
This led me to this bug on the KDE tracker: https://bugs.kde.org/show_bug.cgi?id=381910, which then showed me the actual problem was with gpg, because I could not list my secret keys. gpg -K would just hang indefinitely.
I found a workaround at first of removing my ~/.gnupg folder, and then reinstalling gnupg. I was able to reimport my secret key and en/decrypt files again, but after a couple days and some reboots, I seem to be back in the same position.
I'm not sure if this is a Gnupg or KDE issue. Does anyone have any tips on how to debug, or where to file the right bug report? I tried searching on the Gnupg bug tracker, but I couldn't find anything similar to what I'm experiencing.

Indeed, removing the gpg-agent targets in the user systemd folder seemed to do the trick after a reboot. Marking solved. Thanks again!
