Synaptics (and libinput) is not recognising the config files

Currently I use synaptics for my touchpad (HP ZBook Studio G4).
I have a config file called "70-synaptics.conf" inside /etc/X11/xorg.conf.d/ but the changes I made are not working at all.
For example, in the config I disabled tapping but I can still tap-to-click after a reboot.

The same thing is true for libinput, the config is totally being ignored too.

Here is my config file: https://pastebin.com/nUmQV6Ys

EDIT:
Libinput changes are not working either. Even when I change them using "xinput set-prop".

I assume you run GNOME with GDM, make sure that GDM starts Xorg and starts GNOME on Xorg: https://wiki.archlinux.org/index.php/GD … rg_backend

Actually, I use i3wm with lightdm. (But I did manually check that I am running X11)
