Thinkpad T440p - high CPU usage when rendering media (GPU issue?)

I've been having a lot of troubles with unreasonably high CPU usage and the resulting heating on my T440p.
Sometimes under light use Chrome would get from 80%  to 140% CPU usage (seen through top) and I'd get 30W consumption (seen through powertop), mostly when looking at gifs or scrolling pages (Facebook, Twitter). I found that opening a couple gifs with deepin-viewer has the same effect (it doesn't use as much CPU as Chrome, but it gets to 40% for each process)
I think it has something to do with graphics rendering or GPU use, but I can't figure what is the issue exactly - I had a T420 before with Arch, and it never got so hot.

Could the issue have something to do with this laptop being Optimus-enabled? I disabled the Nvidia dGPU as explained on the Archwiki, and I'm only using the iGPU supposedly.

Edit: I ran some tests using intel_gpu_top to check the GPU usage. It stays between 25% and 36% while doing the aforementioned activities (scrolling FB, two gifs loaded on a single page), while the CPU usage goes higher and higher, and the temperature follows. It also froze two times and had to reboot. Looking in the logs to see what did it but I'm having trouble finding it.
