Hi
After an upgrade today steam fails to launch.

Ok , update.
Now it just gives this on trying to start :
Couldn't set up Steam data - please contact technical support

Not the best option , but because I was ticked I decided to nuke my ~/.steam directory and do a clean install
Won't marl this solved just yet in case someone has an idea what caused it.

What is the output of: "df -h" without the quotes?
Also, when adding new information to your thread it is best to edit your last post instead of creating a new one if you are still the last poster.
Edit: Don't do it yet, but you can also reset your Steam installation. Be warned however that if you reset Steam it will delete all the games you have downloaded and you'll have to download them again.

Well, it's not the easy answer, Steam was complaining about low disk space and you have plenty.
If you deleted all your games anyway then you can try the reset as you now have nothing to lose:
steam --reset
REMEMBER: Any downloaded Steam games WILL be deleted by that command.

I actually uninstalled and reinstalled steam after I removed the directory.
Now I am in steam and it is installing games just fine.
More curios about that library error TBH. It seemed to skip the low disk space error given that "Continuing" statement.
Guess what I did was close to "percussive maintenance" but for a late night it'll have to do.

Well, it's done now. Not the best solution but at least it works in the end, just having to redownload your games.
If things are working properly now then mark your thread as solved by editing the first post in your thread, and in the title field pre-pending "[Solved]" without the quotes.
