Changing installation directory for nvidia-utils

I'm trying to run a GPU-enabled Arch linux container with nvidia-docker, which mounts driver libraries (nvidia-utils) to /usr/local/nvidia. However, nvidia-utils is installed directly into /usr/lib, which renders the changes done by nvidia-docker useless. Is it safe to make a new package based on nvidia-utils and change the installation directory to /usr/local/nvidia? What environment variables would I have to change? Are there any other risks?
