I ran pacman -Syu yesterday and rebooted my machine and since then xorg no longer seems to be working.
I boot my computer and run startx, the screen goes black, and then I'm returned to the terminal with the following message :

The error "xf86EnableIOPorts: failed to set IOPL for I/O (Operation not permitted)" only appears the first time I try startx after rebooting, if I try again that message doesn't appear.

I guess everything is running find since the server is terminating successfully but I don't understand why it's not running my DE like before the upgrade. My .xinitrc is:
export XDG_CURRENT_DESKTOP=Budgie:GNOME
exec budgie-desktop

It's not the X11 server, but your session (check the journal whether and why budgie crashed)

Looking at the journal it was related to GNOME, after some digging around I realized it was the same issue described in this thread - https://bbs.archlinux.org/viewtopic.php?id=230642
I'd forgotten I'd installed budgie-desktop-git from AUR so it wasn't upgraded by pacman -Syu. Replacing with the latest version of budgie-desktop got things working again.
Thanks for pointing that out about the xinitrc. I had just used what is on the Budgie Desktop wiki page without any issues but I've now updated the file to reflect the instructions on the xinitrc page.
