gtk.css settings not being parsed

I've just done a fresh install, setup a minimal desktop environment (awesome) installed firefox and a theme. Everything is working great except gtk.css settings are not being parsed.

I created the file ~/.config/gtk-3.0/gtk.css and added the settings.

tooltip {
   opacity: 0;
}

I know the settings work from my previous install. Problem is the settings aren't being parsed and I'm not sure why?

Firefox probably uses gtk in strange ways. You just solved it yesterday?

I have installed a fresh system since yesterday, I had everything working but decided to do a clean install. My previous install was full of junk I didn't need/want. I'd had it for some time. I just started a fresh.

I think I'm missing a package to get .config/gtk-3.0/gtk.css working. I must of had whatever that package was on my previous install but have no idea what it could be.

For some reason the settings in .config/gtk-3.0/gtk.css don't get read.
