dhcpcd stalls when using iwconfig after wpa_supplicant

Often when I've used dhcpcd with a carrier provided by wpa_supplicant, and thereafter connect to an open network using iwconfig, the process just stalls.

dhcpcd only outputs WAITING FOR CARRIER and times out. Adding -d doesn't add anything helpful, except last hook to be called apparently is NOCARRIER, which I can't see anywhere in /usr/lib/dhcpcd/dhcpcd-hooks (is this what's passed to the $reason parameter in the dhcpcd hook scripts?)

Reloading the AGN driver (what is this) seems to resolve the situation:

rmmod iwldvm && modprobe iwldvm

.. but it would be interesting to know what exactly is going wrong.

I'm using 4.13.7-1-ARCH (dhcpcd 6.11.5, wpa_supplicant v2.6, iwconfig  Wireless-Tools version 30) with the following network controller:
