This issue now persists for several weeks. When I boot my xps 13 with any kernel 4.13 and startx into my i3, the keyboard and mouse are not working, probably other devices neither. Sometimes it returns after 1-2 minutes... It is frustrating. Running linux-lts I don't have this problem. Attaching an external usb mouse and keyboard later sometimes helps too.
Comparing journalctl -b with normal linux 4.13 and linux-lts (4.9) shows the following errors only in 4.13, which are probably the root of the problem:

Problem persists with 4.14.4. Attaching an external USB mouse or keyboard after the X server has been started makes it register all input devices again so it must have to do with some udev thing being triggered when an external USB input device is attached.
