After the upgrade to libinput 1.9.3-1 I was no longer able to log into my desktop pc because the system would not respond to the keyboard at all. The problem went away when I downgraded libinput to 1.9.2-1. (I didn't downgrade any other package.)

I don't think so. The mouse eventually works and the system is not frozen; it just doesn't respond to keyboard. Also I'm running SDDM on X.

I also have broken keyboard with libinput > 1.9.2

Sorry, i don't have any details other than, "keyboard doesn't work". I had installed libinput 1.9.4 when i noticed this.
This downgrade fixed the problem for me.
1.9.4-1 -> 1.9.2-1

If that is so I would recommend opening an upstream bug, if there isn't one already.
By the way, does libinput-1.9.3-1 not solve your issue?
If that is the case, at least you know the the bug as introduced between 1.9.2 and 1.9.3
