On my GTX 1060 system I am noticing a bad stutter in cinnamon every few seconds. It's not like its just plain slow, it just freezes up for about half a second every few seconds. This is extremely noticeable (and annoying) during things like gaming and watching YouTube videos. I am currently using the Nvidia proprietary drivers as nouveau doesn't work right for me atm.
Specs:
i5 6600k 3.5GHz (not overclocked yet)
16GB DDR3L RAM
Nvidia GTX 1060 6GB (proprietary drivers)
EDIT: Things I've tried:
Ensuring system is up to date (duh)
Reinstalling drivers
Using older driver versions
Reinstalling cinnamon
Enabling triple buffering
Toying with VSync settings in the Nvidia control panel
EDIT 2: My Intel HD Graphics laptop is now seeing this issue, but it's not as noticeable.

I have the same on amdgpu and the lastest archlinux, it was ok before around July 2017.
setting DRI to 2 seems slightly make the situation better
The tearing/freezing does not affect other WM - I have check XFCE and Gnome which were working fine. Only cinnamon is impacted, downgrade did not resolve the issue, I have also tried to downgrade mesa and other packages that I assumed being used by cinnamon but I could not find the one impacting cinnamon:

Can confirm that one of today's updates (most likely the kernel) helps the issue but doesn't fully resolve. Computer is usable in cinnamon, but would still like to see absolutely no stuttering like in other DEs.

Not sure if this is the same issue but I am getting a kind of 'jitter' on nvidia in awesomewm (havn't tested others yet).
For example I'll move the mouse and it jumps back about a mm then snaps back to the correct position.
It's not just the mouse it happens for everything, selecting an option it will flicker off then back on. Typing text it looks like I hit backspace then the letter pops back. Very noticeable on videos.
It seems like it's drawing an old frame. Also terribad performance on many things.
I tried turning off tipple buffering without much change.
EDIT: People in another thread are reporting refresh rate issues aswell starting with 4.14. I seem to be stuck at 30hz instead of 60, also not sure if that's related.
But it might be worth trying to downgrade the kernel and see.
EDIT: Ignore all this. My monitor had somehow reset itself to DisplayPort 1.1 instead of 1.2. Everything was fixed by setting it back in the OSD. Although it might still be worth checking the older kernel version and seeing if that helps your problem.
