Finding out what happened to an old package -- getting perl linting

Pretext, I have to work in perl and would really like linting support in atom.  I do not have a choice to not use perl.

I have been attempting to do this through the linter package in atom.  The linter package in atom is actually just a wrapper around an implied system dependency.  That system dependency is "perl-b-lint".  "perl-b-lint" does not appear to be a thing any more.  It exists in CPAN, perl's special package manager for itself.  That doesn't work with the atom wrapper, because reasons.

The AUR package dependency tree for this, or the alternative linting package is a broken AUR dependency hell.

Is there another way to get linting reasonably, or is there a way to get the apparently no longer existent package to exist?

Yes, you can write a PKGBUILD yourself. Consult man PKGBUILD, the wiki page on PKGBUILD, and the copious examples of existing PKGBUILDs.
