bluetoothctl: no device found

I bought a Bluetooth dongle and I'm starting to think that it does not work.

I have read the guide and done the following

$ bluetoothctl
[NEW] Controller xx:xx:xx:xx:xx:xx BlueZ 5.47 [default]
Agent registered
[bluetooth]# discoverable on
Changing discoverable on succeeded
[CHG] Controller xx:xx:xx:xx:xx:xx Discoverable: yes
[bluetooth]# scan on
Discovery started
[CHG] Controller xx:xx:xx:xx:xx:xx Discovering: yes
[bluetooth]# devices
[bluetooth]#

I've tried everything and nothing shows up in the device list.

Is there something else I can try?
