Setting timezone with tzselect behaves differently when using timedate

I set my timezone (America/Sao_Paulo) using:

timedatectl set-timezone America/Sao_Paulo

The timezone is -3 but the clock was still showing the time one hour behind.

In the documentation, I found that I could set the timezone in an interactively way with tzselect.

Using tzselect I followed the steps and chose my timezone and the clock started to show the correct time.

What is the difference between the two methods or am I missing something?

What "clock"?
Does the output of "date" update correctly using either timedatectl or tzselect?
What's the output of "timedatectl" and why was the clock "one hour behind"? Daylight saving? Previously "wrong" TZ?
