gpg failed to receive key

While trying to install tor-browser I am getting Error

tor-browser-linux64-7.5_en-US.tar.xz ... FAILED (unknown public key D1483FA6C3C07136)
==> ERROR: One or more PGP signatures could not be verified!

So I tried to recieve keys but I get connection refused error.

$ gpg --keyserver pool.sks-keyservers.net --recv-keys 2E1AC68ED40814E0

Why are you trying to import the wrong key?

Is this still an Antergos install?
