Just looked up all internet and YouTube, but I found nothing.
For some reasons windows resizing and moving don't smoothly.
When I'm moving Chromium window it just teleportation with period around 1 second.
I tried to switch off hardware acceleration in Chromium settings. Window now moving quickly but with next effects:

You might want to try using a compositor.

I highly recommend compton as a compositor, it doesn't waste a lot of resources and does wonders as far as v-sync and smooth movement is concerned. It also works great with openbox.

Thanks you all. I installed compton and all is working fine. But.. I can't understand why compositor needed for it? I always thought that compositor needed for additional effects. And when you don't need it all must work already smoothly.

Openbox should be able to move windows quickly around the screen.
Is the Chromium window the only window that moves slowly when dragging?

One of.. For example glxgears test window dragging cause tearing as well. And compton solve only problem with moving windows. Resize cause tearing as before using compton.

That's strange. I have used Openbox, Chromium, and NO compositor. I don't think I have any screen tearing or slow window movement.
My guess is that you are using a bad / confused / broken / misconfigured video driver.
I have a Radeon video card with the open source video driver. I see you have an Intel / Nvidia combination, which may require more configuration.
I'm sorry, I don't have more information.
