Do you know a desktop environment which has a menu similar to the one in KDE? Like this one:

Can you be more specific of the things you want to achieve?

I'm sorry, I should have been more specific. I'm looking for a menu like the one posted above and which immediately shows a list of favorites apps.

then i'd say Xfce4, as i use it myself. Lands in "Favorites" first thing when opening.
