I'm facing the issue, that I can scroll with two Fingers in google chrome but it often sort of crashes. In crashed state I can't scroll anymore with two Fingers. Scrolling with scrollbar or keyboard buttons still works.
This issue is tab specific. If I switch tab I can scroll again. If switching back to the "crashed" tab I can't scroll again. I haven't got that issue yet in anything else than google chrome.
I'm using a Dell e5570 laptop with an ALPS Touchpad.
