stuttering on secondary monitor

Hello again,
Today's issue is sluttering on secondary monitor. I have Thinkpad T470p with nvidia optimus and the laptop is docked. I use gnome-shell and when I boot the system when laptop is in dock then everything is running OK. When I put to sleep or hibernate and then wakeup then everything that is run on secondary monitor has lowered FPS, e.g.
Take THIS video and play it in 1080P/60FPS - it will be running smoothly, the same video put on the second screen, with the same playback settings, will be running like it was changed to 480P.
My current packages:
- gnome-shell 3.28.3-1
- xf86-video-intel 1:2.99.917+831+ge7bfc906-1
- nvidia 396.24-19
- linux 4.17.9-1
- mesa 18.0.4-1 (because the newest one cannot run on primus)

I am running on bumblebee and not nvidia PRIME
The same happens when I run applications using primusrun
Restarting gnome-shell does not help

Does anyone have the same issue?

Edit:
Right now I can tell that logging out and logging back in helps but is it really necessary?

The issue also appears on cinnamon
