How to set up an animated wallpaper in KDE 5 Plasma?
I've tried livewallpaper and DreamDesktop but both dont seem to work

Read the release notes. Download and instal/uninstalll with the KPackage manager.
Video wallpapers will need the Gstreamer; https://wiki.archlinux.org/index.php/GStreamer
