Honestly, I've hunted and I'm drawing a blank. My desktop machine is just peachy, and does what it should.
On my laptop, full screen windows no longer have window decorations. I've even tried moving ~/.config/xfce4 out of the way and starting afresh, with no joy.
Using xfwm on both. Even tried copying ~/.config/xfce4 from my desktop to laptop, which just made things worse (slowed to a crawl and when the full screen terminal eventually released the scaling of everything in it was screwed). Now I'm back to a facsimile of my original config created from scratch - no messing with text files, but I'm stumped. How do I get window decorations in full screen.
For info, I tried changing
<property name="borderless_maximise" type="bool" value="true"/>
in xfwm4.xml to false with no change, and I'm at a loss where else to look.

Fullscreen windows are typically *never* decorated.
About maximized windows, did you see https://wiki.archlinux.org/index.php/Xf … _maximized ?
Why was the borderless thing enabled itfp? Did you install the mentioned plugin?

"Hide title of windows when maximized" is already unchecked. I tried toggling, but to no effect.

Are you running e.g. compton or devilspie2, which could be mucking about with the window decoration?

I did have compton running (I don't have devilspie) but even after disabling and rebooting, the same problem. I'm honestly completely baffled by this. And GUI issues don;t usually stump me.

Compare "xprop" of the client when maximized and when not - maybe it's not the WM, but the client (toolkit) disabling the titlebar (perhaps through MWM hints)

I am so ashamed. The monitor settings (as in, the hardware settings) were cutting off the window decorations very precisely. Nothing to do with Arch at all. I told the monitor itself to re-adjust.
It was so precise I couldn't see it.
Reset the monitor itself, and fixed.
