So I have had arch installed on my ssd, and I just installed windows again on my other ssd, but whenever I turn my computer on it goes straight to windows. If I press F11, then it shows all the UEFI devices and I can select 'Linux Boot Loader' and it shows both 'arch' and 'windows boot manager'. In BIOS, it only shows windows boot manager and I cannot move linux boot manager to the default.

The EFI system is configured to boot Windows by default. Try to add an entry to bootctl with `efibootmgr` see the wiki and make it as default (see also `man efibootmgr`). If you have still problem you should post the output of `efibootmgr`.
Note that some firmware are weird. What is exactly the options offered in the firmware? Some firmware like Windows. As a last resort you could try to use the Windows name (<efi partition>/efi/boot/Microsoft/bootmgfw.efi) (and to launch Windows by launching the original file that you have renamed). This is less than ideal because Windows will replace it by its own boot manager when it will update itself.

What's the output of
efibootmgryou might have windows boot loader set as first.
Spent a few hours yesterday getting this working so might be able to help.
