I added colors to my .Xresources file and neofetch shows them when I run it and vim respects the colors too. At least I know they're being detected. (of course I know to run xrdb ~/.Xresources when I modify it ).
The problem is that certain commands/programs don't respect the colors. Instead of variety, I'll just see standard white text. This is very bothersome with the top command. It doesn't work in pacman either even though I enabled colors in pacman.conf
Here is my .Xresources file: https://pastebin.com/zEgwE4Xd
Any help would be great.

Commands like top and pacman do not use Xresources in any way. They may or may not send color codes to the terminal which in turn renders the text with the colors you specify.
Top, by default, does not send any color codes, but it can be configured to do so. For example, here is my ~/.toprc which specifies the use of color:
top's Config File (Linux processes with windows)
Id:i, Mode_altscr=1, Mode_irixps=1, Delay_time=1.500, Curwin=0
Def fieldscur=&K;=@56DF')*+,-./0128<>?ABCGHIJLMNOPQRSTUVWXYZ[\]^_`abcdefghij

Fixed_widest=0, Summ_mscale=2, Task_mscale=1, Zero_suppress=0Pacman will use color if configured in pacman.conf, but only if it is printing to the stdout.
In any case, this has nothing to do with urxvt - please edit your title to specify which programs you are actually having problems with.

Thanks. I was mostly concerned with top. All I had to do was turn on the color mode with z and write the config file with w.
Thanks for the information!
