KDE Plasma - Monitor relative postitions reset each boot

I'm, running 2 (soon to be 3) monitors off the Intel GPU
(GTX 1080 is disabled on boot for GPU passthrough)

I set up monitor positions in KDE system settings, but every reboot, they will be swapped back to default again. So left screen will be on the right and vice versa.

Another issue, is that as both monitors are different resolutions, I have different backgrounds assigned to each one, but these will often be swapped too.

Can anyone explain what is happening? And is there a way to "fix" a desktop background to the monitor, rather than a screen number, so it will stay with that monitor wherever it is moved to, and whether it is primary or not?
